After nuclear war breaks out across the globe in 2084, 4/5 of the world's population is wiped out by chemical exposure, disease, famine, or even at the hands of other human beings. Those who found sanctuary amidst chaos, though, were the survivors, and humanity's last hope at recovery.
Twenty years later, a new government has risen from the ashes and taken reign of several decimated cities in what was north eastern America, New England as it had been known. They would call themselves the American Disaster Coalition, dedicated to the protection and control of the still existing populace, and self-appointed prosecutors of agitators who might seek to overthrown their authority and send the society back into anarchy. Under the ADC, the cities of Boston, New York City, Philadelphia, Baltimore, Washington D.C., Richmond, and Charlotte were designated the seven sectors, where life can still be found among the rubble and destruction. There are those that resent this new system, who go to extremes to cause trouble within and purposefully break rules. Vigilantes. Some aren't as well off as others, barely receiving enough to live off of, many of the goods being hoarded in the northern most sectors for those who can buy off the government, and of course for the ADC themselves. Smugglers often undertake the duty of transporting goods from the well-off to the poor and destitute, some just to do good and some to make a profit. Whisperings of a revolt are being passed from person to person, rumors making their way down the coast and through all the sectors. But who will lead the charge?

Wesley is a smuggler who is overly cocky of his own skills and proud of what he does. Those in his line of work move items (food, clothes, electronics, etc.) between the sectors, something that is strictly forbidden and punishable by imprisonment or even death. He specializes in highly sought after and very much illegal objects such as tobacco, old liquor, stolen medicine and books. It's a hard way to live, as people in his profession are constantly in danger, especially with all of the governmental loyalists lurking about. Rats in his opinion, all of them. But this harsh way of life never seemed to bother the young man, the spoils were definitely worth it. There is no monetary system anymore for the sector 'citizens', so he's often paid with interesting trinkets and other resources; He's become a bit of a hoarder. Not working for anyone gives him freedom, and an abundance of spare time, which leads to boredom and then to thrill seeking. His prideful ways got him into plenty of trouble, for sure.
Tall and wiry, Wesley can be seen wearing ragged t-shirts with torn jeans and old combat boots most of the time, a piece of faded purple fabric tied around his left arm. He has wavy blonde hair and freckles with honey colored eyes that are often full of life and curiosity. Scars crisscross his body from run-ins and close encounters with the government, hostiles, and debris, the most noticeable of which a thick, burn like mark on the side of his neck, giving him a tough look which strongly contrasts with his young facial features. He carries around a heavy-handled saxe knife for protection, sharpening it every night for lack of anything better to do.
